National Old Age Pension (Noap) Scheme


Under this scheme, aged and destitute persons of 65 years of age and above are provided a monthly pension by the Govt. of India @ Rs.75/-.  The State Govt. supplements another Rs.25/- per month to each beneficiary to bring the quantum of pension at par with that being provided under the State Old Age Pension Scheme, i.e., Rs.100/- per month. The present coverage under this Scheme is 4,93,400 in the State. However the rate of pension has been increased to Rs.200/- per month per beneficiary since March, 2006.

Since inception of the Scheme in 15th August, 1995, this is a Central Sector one as the primary component of National Social Assistance Programme, under which Govt. of India were releasing funds directly to the districts up to the end of 2001-02. However, from the financial year 2002-03 the scheme has been transferred to the State Plan and  Govt. of India in the Ministry of Finance are releasing funds for the scheme tying up the funds for National Family Benefit Scheme (NFBS) and Annapurna (of F.S& C.W Department) in the form of Additional Central Assistance (ACA) in favour of the State Govt. for being routed through the State Plan Budget. 

 During the financial year, 2005-06, an amount of Rs.5899.77 lakhs has been released by the Govt. of India under  NSAP (NOAPS, NFBS and Annapurna). Out of  this, excluding requirement of Rs.522.00 lakhs for Annapurna Yojana (F.S & C.W Department) funds for NOAP and NFBS would be Rs.5377.77 lakhs.

During the financial year 2006-07, an amount of Rs.6208.00 lakhs has been provided under the State Plan Budget for payment of pension to the targeted 4,93,400 beneficiaries under the scheme.
