Barrier-Free Environment for Persons with Disabilities


The Persons With Disabilities Act,1995, make its mandatory on the part of the State Govt.  and  local authorities to provide ramps in public buildings, hospitals and health care institutions etc. Department have made concerted efforts to create a barrier-free environment for disabled persons.

To begin with, ramps had been provided at different entry points in the State Secretariat and in all the District Collectorates. A large number of public office buildings such as Tahasils and Blocks, Banks, Hospitals etc., have constructed ramps at the entrance. Instructions have also been issued to the appropriate Govt. Departments/Heads of Deptts/Authorities to provide ramps in the Hospitals/PHCs,  educational institutions, State museum, Libraries, Information Centres, Science Parks, animation, tourist spots, places of worship, Banks etc. to construct ramps for the convenience of the disabled.  507 ramps and 207 handrails have been constructed in primary schools where disabled children are studying. The Works Deptt. have also been advised to incorporate the special features/designs circulated by the Ministry of Urban Development, GoI in the plans of all new Govt. buildings for creating barrier-free access to persons with disabilities.  Continued efforts are being made by the Deptt. to make  more and more public buildings and spaces barrier-free and disabled-friendly.

An Access Audit Team has been constituted to conduct access audit of the public buildings and places.
